Issue n. 1 - June 2013

This year marks 10 years of independent evaluation at IFAD. In this context, I am pleased to introduce the first electronic newsletter by the Independent Office of Evaluation of IFAD (IOE). The aim of the newsletter is to promote transparency and sharing of knowledge with interested partners and stakeholders about key developments related to IOE, including issuance of recent evaluations, ongoing evaluations, forthcoming events and other news. We plan to issue the newsletter on a quarterly basis. I hope you enjoy reading it.

IOE reports accessible through an interactive map
IOE has developed an interactive map to provide easy access to nearly 200 reports released during the decade 2003-2013. Readers will be able to access all IOE evaluation reports by positioning the mouse on the concerned country.

IFAD’s independent evaluation ratings database
IOE has made publicly available all the ratings on the performance of IFAD-supported operations evaluated since 2002.

Joint statement on strengthening Rome-based UN agencies collaboration in evaluation
The evaluation offices of the Consultative Group on International Agricultural Research, the Food and Agriculture Organization of the United Nations, IFAD and the World Food Programme, issued for the first time a joint statement calling for closer collaboration on evaluation. Read more

Events
Evaluation methodology and processes workshop
. A one-day workshop will be held on 9 July 2013, to start the production process of the second edition of IFAD’s Evaluation Manual.

For the first time, IOE will host at IFAD HQs on 26-27 September 2013 an extraordinary Annual General Meeting of the United Nations Evaluation Group (UNEG).

IOE has been invited to take part in the Third International Conference on National Evaluation Capacities on 29 September – 2 October 2013 in Brazil, as a speaker on independence of the evaluation function.

Ongoing evaluations highlights
Impact evaluation
In the framework of IFAD commitments in the Ninth Replenishment period (2013-2015), IOE is conducting its first impact evaluation in 2013, covering the Sri Lanka Dry Zone Livelihood Support and Partnership Programme. The final impact evaluation report will be discussed in the Evaluation Committee in its 79th session on 27-28 November 2013. Read more

Corporate-level evaluations
IOE is currently undertaking two major corporate-level evaluations, respectively, on IFAD Replenishments and IFAD Policy for Grant Financing. The Replenishment evaluation will be completed by end 2013 and the Grants evaluation in 2014.

 

 

Evaluation Committee updates
The Evaluation Committee undertook its 2013 annual country visit to Viet Nam from 20-24 May. The Committee will present its report to the Board at the latter’s session in September 2013.

New member: Japan (represented by
Mr Hideya Yamada
) has recently joined the Evaluation Committee. The Evaluation Committee of the Executive Board is comprised of the following members: Brazil, Egypt, Finland, Germany, India, Indonesia (chair), Japan, Nigeria and Norway.

Recent meetings: IFAD held the Evaluation Committee’s 77th Meeting on 26 June. Amongst other issues, the Committee discussed the recommendations from the efficiency evaluation on IFAD Governing Bodies. India was represented for the first time by Mr Vimlendra Sharan, Alternate Permanent Representative to the UN Agencies in Rome.

IOE Annual Staff Award 2012/2013
The second IOE Annual Staff Award was granted to the team composed of Konstantin Atanesyan, Mark Keating and Laura Morgia for their hard work and dedication in effectively discharging tasks related to Evaluation Committee and Executive Board commitments. With this award, IOE recognizes excellent work and innovative approaches introduced by IOE staff in a given year.
