About the event

IFAD’s 40th Governing Council, held 14 and 15 February 2017, will focus on the appointment of the Fund's new President. The Governing Council is IFAD’s main decision-making body and the President is the most senior position with responsibility for leading the organization. The new President will take up the helm at a critical moment for IFAD and for the world. The 2030 Agenda and the Sustainable Development Goals (SDGs) offer the hope of eliminating hunger and poverty, but also highlight the need to scale-up investment and results in smallholder agricultural development. At the same time, new challenges have emerged that will test the world's collective capacity and commitment to achieve the new Global Goals. In addition to appointing a new President, these issues will be at the forefront of discussions and events taking place over the two days.
The agenda includes high-level keynote speakers, the Governors’ Dialogue and a panel discussion on IFAD’s partnership with indigenous peoples in light of the tenth anniversary of the United Nations Declaration on the Rights of Indigenous Peoples. Delegates to this year's Governing Council will include representatives of member states, heads of state, IFAD staff and others. The Governing Council is preceded by the third Global Meeting of the Indigenous Peoples’ Forum.

Kanayo F. Nwanze

President of IFAD
Kanayo F. Nwanze is the President of the International Fund for Agricultural Development (IFAD). IFAD is an international financial institution and a specialized agency of the United Nations dedicated to eradicating poverty and hunger in rural areas of developing countries. He has been a member of the World Economic Forum’s Global Agenda Council on Food Security since 2010. He was previously Director-General of the Africa Rice Center, a specialized research center of the Consultative Group on International Agricultural Research (CGIAR). During his time there, he was instrumental in introducing and promoting New Rice for Africa, or NERICA, a high-yield, drought- and pest-resistant variety developed specifically for the African landscape. Nwanze graduated with a Bachelor of Science in Agricultural Science from the University of Ibadan, Nigeria, and has a Doctorate in Agricultural Entomology from Kansas State University. Nwanze was awarded the inaugural Africa Food Prize in September 2016 for his leadership of IFAD and his advocacy in putting Africa’s smallholder farmers at the centre of the global agricultural agenda. He has also received honorary degrees from McGill University, Canada, and the University of Warwick, United Kingdom, as well as numerous honours and awards from governments, and national and international institutions.

Hinrich Thoelken

Ambassador, Permanent Representative of the Federal Republic of Germany to the UN Organizations in Rome
Hinrich Thoelken studied medicine in Germany and United Kingdom and holds a Medical Degree (M.D.) of the University of Heidelberg. After two years as a researcher and medical officer in Heidelberg he joined the German Foreign Service in 1989. He collected first political experiences during the German reunification process as a member of the parliamentary team of the Foreign Office. His foreign postings include Namibia, the Democratic Republic of Congo, the United States and France. In the Foreign Office during his most recent assignment from 2010 to 2015 he lead Germany’s initiatives on the implications of Climate Change and enhanced competition for Natural Resources on Foreign and Security Policy. His main activities comprised the initiation of a UN-SC debate on Climate Change and Conflict in 2011, a regional project on transboundary water cooperation in the Aral Sea Basin and creating awareness for the loss of Biodiversity as a foreign policy challenge with a series of conferences in the margins of UN-GA. In 2015 he was appointed Ambassador and Permanent Representative of the Federal Republic of Germany to the UN Organizations in Rome.
