About the event

IFAD's 41st Governing Council, held on 13 and 14 February, is on the theme From fragility to long-term resilience: investing in sustainable rural economies.

Increasing numbers of people around the world are living in contexts, which for different reasons, may be considered to be fragile. Situations associated with relatively low institutional capacities, social and political instability, as well as (in some cases) conflict, are reducing resilience to shocks emanating from climate and weather-related conditions, environmental pressures and adverse economic conditions - with virtually all countries affected to a greater or lesser degree by these challenges. It is also notable that the incidence of violent conflict is at an all-time high, which is multiplying the numbers of internally displaced persons and refugees. These realities are undermining the prospects for sustainable development and threatening the livelihoods of the rural people with whom IFAD works. 

Investing in sustainable rural livelihoods is central to peacebuilding, state-building and social stability. Rural communities are particularly susceptible to the drivers and impact of vulnerability and fragility because they rely on natural resources and risk-prone agricultural systems for their livelihoods and food security. This is exacerbated by inadequate infrastructure, weak assets and scant access to financial in poor rural communities.

Key questions

Interactive sessions will provide a platform for delegates to participate in discussions around questions that are critical for the future of IFAD and its contribution to achieving the SDGs, including:

  • What approaches are needed to tailor investments to the needs of young rural people in vulnerable and fragile situations?
  • What types of new financing mechanisms would enable IFAD to respond most effectively to the challenges faced in building resilience?
  • What are the prospects for multilateralism to contribute to addressing the challenges faced by rural communities?

Gilbert F. Houngbo

President of IFAD
Gilbert F. Houngbo became the sixth President of the International Fund for Agricultural Development (IFAD) on 1 April 2017. Born and raised in rural Togo, Houngbo has spent more than 30 years working to improve the lives of some of the world’s most vulnerable people, with extensive experience in political affairs, international development, diplomacy and financial management. Prior to his appointment as IFAD President, Houngbo was the Deputy Director-General of the International Labour Organization (ILO) where he led field operations in more than 100 countries and managed its bilateral and multilateral partnerships. He served as Prime Minister of the Republic of Togo from 2008 to 2012, where he introduced economic reforms and enhanced the rule of law and civil liberties. From 1996 to 2008, he undertook a number of roles at the United Nations Development Programme (UNDP) including Chief of Staff and Assistant Secretary-General, Africa Regional Director, where he led poverty alleviation programmes in 45 countries in sub-Saharan Africa. Prior to this, he spent a decade in the private sector, including at Price Waterhouse, Canada, where he worked in Audit and Financial Advisory Services. Houngbo has a Matrîse en gestion des entreprises from the University of Lomé, Togo, and a Diplôme d’Etudes Supérieures Spécialisées in Specialised Accounting from the University of Québec, Canada. He is a member of the Canadian Institute of Chartered Professional Accountants.

Minister for Agriculture and Irrigation, Peru

José Berley Arista Arbildo became the Minister for Agriculture and Irrigation of Peru in January 2018. His former roles included Adviser to the Ministry of Economy and Finance; Executive Director of the Special Project of the Pan American Games; and the President of the Regional Government of Amazonas. He has also served as National Director of Public Budget and Deputy Minister of Finance in the Ministry for Economy and Finance. Before joining the Government, Mr Arista held positions with the Banco de la Nación (Bank of the Nation), Andean Development Corporation (CAF) and the Inter-American Development Bank (IDB). Mr Arista has a Bachelor’s degree in Economics from the Catholic University of Peru (PUCP). He has a Master's degree in Economics from the University of California, Los Angeles (UCLA).

Sheikh Hasina

Prime Minister Government of the People's Republic of Bangladesh

Sheikh Hasina assumed the office of the Prime Minister of Bangladesh in January 2009. She previously served as Prime Minister between 1996 and 2001.

 

Sheikh Hasina has been awarded numerous honours, including: UNESCO’s Félix  Houphouët-Boigny Peace Prize (1998) for her contribution to ending the 23 years of conflict in Chittagong Hill Tracts; the Food and Agriculture Organization of the United Nations CERES medal (1999) in recognition of her fight against hunger; and the All India Peace Council 'Mother Teresa Award' (1998).


Sheikh Hasina has been a strong advocate for the Culture of Peace at global, regional

and national levels. Her initiative has resulted in the first-ever resolution by the Plenary of the United Nations General Assembly on the Culture of Peace.

 

She has also provided leadership in the field of education. Her government has greatly enhanced budgetary allocation for primary education, with a focus on education for girls. At the UN and other forums, she has been a major voice in support of the cause of children and their rights.

 

She has authored several books including Why are They Street Children, The Origin of

Autocracy, and Miles to Go. She graduated from the University of Dhaka in 1973. Since then she has received numerous Honorary Doctorates from universities across the globe.

J. J. Messner

Executive Director, The Fund for Peace

J.J. Messner is the Executive Director of The Fund for Peace. He co-directs FFP's Fragile States Index, an annual ranking of 178 countries that tracks performance on social, economic, and political indicators. J.J. has also led development of conflict and risk indicators for multilateral financial institutions and has delivered training on conflict assessment to a variety of government agencies in Australia, Canada, and the United States. In 2017, J.J. led the inauguration of the Bottom 100, an international campaign that documents the lives of some of the world’s most impoverished people in 23 countries, and seeks to increase awareness of issues of poverty, refugee flows, and violence. J.J. also leads FFP's work on responsible business, security sector reform and human rights, including training programmes and site-level assessments in partnership with various multinational corporations and security forces in complex environments. Since 2011, J.J. has been a Board Member of the Voluntary Principles on Security & Human Rights Initiative and has Chaired the Initiative’s global civil society coalition and has led the Initiative’s national-level implementation in Ghana. Prior to joining The Fund for Peace, J.J. was Director of the International Stability Operations Association. J.J. received his BA in Politics and International Studies from the University of Adelaide, Australia and an MSc (Peace Operations) from George Mason University.

Interim Associate Vice-President Of The Strategy And Knowledge Department, IFAD

Paul Winters is the Interim Associate Vice-President of the Strategy and Knowledge Department at the International Fund for Agricultural Development (IFAD). As Director of Research and Impact Assessment, Winters is responsible for advancing IFAD's research and impact assessment agendas as well as supporting the development effectiveness of IFAD's operations. As Officer-in-Charge of the Strategy and Knowledge Department (SKD) he oversees the activities of RIA and the Global Engagement, Strategy and Knowledge Division. From 2004-2015, Winters was a professor in the Department of Economics at American University in Washington, DC where he taught courses on impact evaluation, development economics and environmental economics. Before American University, he worked at the Inter-American Development Bank, the University of New England, and the International Potato Center. He has published numerous journal articles in the areas of impact evaluation, migration, cash transfer programs, rural development and smallholder agriculture. Winters holds a Ph.D. in Agricultural and Resource Economics from the University of California at Berkeley, an MA in Economics from the University of California at San Diego and a BA in Non-Western Studies from the University of San Diego.

General Secretary of the g7+ Secretariat
Helder da Costa is General Secretary of the g7+ Secretariat, a platform of 20 fragile and post-conflict affected countries, based in Dili, Timor-Leste. He served as Senior Advisor on Aid Effectiveness to the Ministry of Finance, Timor-Leste (2008-2013) and represented the g7+ in the Steering Committee of the Global Partnership for Effective Development Cooperation in 2012-2014.
Mr Da Costa earned his PhD in Trade Policy at the University of Adelaide, South Australia in 2001. His professional career in management and academic fields included teaching at the National University of Timor-Leste, and holding senior posts with both the Asia New Zealand Foundation and Volunteer Service Abroad (VSA) based in Wellington, New Zealand.
He has also consulted for various international development agencies including UNDP, UN, ADB, World Bank, AusAID and ACIAR Australia. He has contributed a number of book chapters and articles in academic journals on development in fragile and post-conflict settings.

Majida Mcheik is a member of the projects committee in the Ministry of Agriculture, the role of the committee is to coordinate, study and prepare projects and programmes, local and international. She is also focal point for Food Security Sector working group and Food Security steering committee member in Lebanon within the Lebanese Crisis Response Plan – Regional Refugee and resilience plan.
Previously, Mcheik followed different projects in the Ministry of Agriculture, as National Coordinator, EU funded projects, within the ENPI CBC MED program 2007-2013, as ACCBAT (Adaptation to Climate Change through Improved Water Demand management Irrigated Agriculture by Introduction of new Technologies and best Agriculture Practices) 2013-2016 , ENSIAP (Improving the environmental sustainability of irrigated agricultural production in Lebanon and Jordan) 2012-2016, and GRENECO (Green Energy for Green Companies) 2013-2016 , and projects funded by the Ministry of Foreign Affairs of Italy (olive oil) 2012-2014 and CELEP (Community Empowerment and Livelihood Enhanced) 2011-2017.

Tarek Kotb

Country Programme Manager Near East, North Africa and Europe Division, IFAD
Tarek Kotb leads and manages the development and implementation of medium to longer-term strategies for IFAD’s collaboration with the governments and stakeholders of Moldova, Azerbaijan, Lebanon, Syria and Libya for rural poverty reduction, including the design, implementation support and supervision of loans and grants to maximize development effectiveness, impact and sustainability.
Coming to IFAD in 2014 with significant experience in participatory irrigation management and community development, Kotb served as the First Assistant to the Minister of Water Resources and Irrigation of Egypt (MWRI), World Bank Water Resources Management Specialist and Head of the Planning Sector and Nile Water Sector in MWRI. His international experience in rural development projects incorporates extensive work in several countries in Africa and the Middle East.
Kotb holds a PhD in Water Resources Management and Environmental Engineering from Osaka Prefecture University (Japan), MSc in Irrigation Engineering from Southampton University (UK) and a BSc in Civil Engineering and Public Works from Ain Shams University (Egypt).

Kaushik Barua

(Acting) Country Programme Manager, Somalia, IFAD

Kaushik Barua is a Program Officer in the Near East, North Africa and Europe (NEN) division in IFAD. He is responsible for the Somalia portfolio and also works on the Egypt and Palestine portfolios. He was part of the team that developed the IFAD Fragile Situations Strategy and the Facility for Refugees, Migrants, Forced Displacement and Rural Stability, or FARMS. He also worked on the development of the new results framework and IFAD's Management Response to independent evaluations. Previously he worked with the World Bank and the International Finance Corporation in South Asia. ​He has supported rural development projects across the Near East, North Africa, West Africa and South Asia. He graduated in economics from St. Stephen's College, New Delhi and international politics and economics from the London School of Economics. He is the author of two novels and was awarded the Yuva Puraskar Award by India's National Academy of Letters (Sahitya Akademi).

Said Husen Iid is the Minister of Agriculture & Irrigation. He holds an MBA in Management & Marketing from Vinayaka University, India. He has a PhD in Management from the American Open University in Cairo.

He was the Minister of Livestock, Forestry & Range in the previous cabinet of 2015-2016. Prior to his appointment as Minister he was Vice Chair of Somali Federal Chamber of Commerce and also Chair of Puntland Chamber of Commerce for six years. He was Vice Chair of the Board of Directors of the East Africa University in Boosaaso, Somalia for several years. He has also held senior positions in telecom companies.

During the tsunami disaster in 2004-2005 he worked for several international NGOs as part of the tsunami rescue operations. He worked briefly as a journalist, and contributes articles concerning mainly social, economic and political issues.

Périn L. Saint Ange is the Associate Vice-President of the Programme Management Department at the International Fund for Agricultural Development (IFAD). He manages the delivery of the Programme of Loans and Grants (POLG) in compliance with operational policies and procedures, and in accordance with strategic priorities and corporate commitments. Saint Ange joined IFAD in 1998 as a Country Portfolio Manager and held other senior positions including Director of the East and Southern Africa Division and Director and Chief of Staff, Office of the President and the Vice-President. Prior to joining IFAD, Saint Ange worked as a Team Leader in the FAO Investment Centre, and for the World Bank as an economist and financial analyst. Previously he served in the Government of the Seychelles as Animal Husbandry Officer and later as Director General Agriculture. He has worked in the fields of development economics, agriculture and natural resource management and in a broad array of technical disciplines. Saint Ange studied at Kesteven Agricultural College in Lincolnshire, England, and the School of Agriculture, Aberdeen in Scotland. He holds a post-graduate diploma and a Master in Economics from the University of New England, Australia.

Chief Olusegun Obasanjo

Former President of the Federal Republic of Nigeria

Dr Olusegun Obasanjo was President of the Federal Republic of Nigeria from 1999 to 2007 and a former Nigerian army general. Dr Obasanjo was a career soldier before serving twice as his nation's Head of State. He served as a military ruler from 1976 to 1979, and as a democratically elected president from May 1999 to May 2007. Dr Obasanjo has been involved in a number of international mediation efforts, particularly in Namibia, Angola, South Africa, Mozambique and Burundi. From July 2004 to January 2006, he also served as Chairperson of the African Union. He is currently Chair of the Africa Food Prize and Chair of the Zero Hunger Forum in Nigeria Dr Obasanjo has been awarded numerous awards, including the Grand Commander of the Order of the Federal Republic of Nigeria (1980), the Africa Prize for Leadership for the Sustainable End of Hunger (1990), and several honorary degrees. He was recently awarded a Doctor of Philosophy in Christian Theology from the National Open University of Nigeria. He is author of many books and articles, most recently co-authoring the book Making Africa Work, a first-hand account of how to ensure growth and create jobs on the continent.

Dr. Ibrahim Assane Mayaki

Dr Ibrahim Assane Mayaki is the Chief Executive Officer (CEO) of the New Partnership for Africa’s Development (NEPAD) Planning and Coordinating Agency and former Prime Minister of Niger (1997-2000). He has a Master’s degree from the National School of Public Administration (ENAP) of Quebec, Canada, and a PhD in Administrative Sciences of the University of Paris I in France.

In 2000, he created the Public Policy Analysis Circle (Cercle d'analyse des politiques publiques), a think tank focusing on health and education policy.

He was appointed by UN Secretary General Ban Ki-moon to serve as member of the Lead Group of the Scaling Up Nutrition (SUN) Movement and was also appointed as an Independent Team of Advisors (ITA) at the United Nations Economic and Social Council (ECOSOC) Bureau.

He received many honorary decorations for his commitment in agriculture, from the Government of France, the Indian Council of Food and Agriculture, and also received the 2017 Prince Albert II of Monaco Foundation Water Award. He was awarded by the President of the Japan International Cooperation Agency (JICA) for his exceptional contribution to Africa’s development.

Alvaro Lario

Associate Vice President, Financial Operations Department, IFAD
Alvaro Lario is Chief Financial Officer and Associate Vice-President, Financial Operations Department,  at IFAD. He is part of the Executive Management Committee and is responsible for the design and implementation of the financial strategies and policies at IFAD, including oversight of the Treasury, Controller and Financial Management divisions.
Before joining the Fund in early 2018, Alvaro served as Treasury Capital Markets Lead and Principal Portfolio Officer at the International Finance Corporation (IFC) of the World Bank Group. His earlier positions include various roles in the private sector asset management industry and in academia, including public and business schools.
Alvaro completed the coursework towards his doctorate at the London Business School, where he was awarded a master of research in economics, and received a PhD in financial economics from the Complutense University of Madrid. He also holds a master’s degree in finance from Princeton University.

Director 4SD – Skills, Systems & Synergies for Sustainable Development

David Nabarro, BM BCh, MSc, FRCP, secured his medical qualification in 1974 and has worked in over 50 countries—in communities and hospitals, governments, civil society, universities, and in United Nations (UN) programmes. Dr Nabarro had positions in non-Governmental Organizations and British Universities until 1989. He worked for the British Government in the 1990s, serving as head of Health and Population and director for Human Development in the UK Department for International Development. He joined the World Health Organization (WHO) in January 1999: his responsibilities included malaria, sustainable development and responses to crises. As Executive Director he assisted with establishing the Global Fund to fight AIDS, Tuberculosis and Malaria. He then moved to the Office of the UN Secretary-General in 2005 as assistant Secretary-General. Initially he was responsible for coordinating UN system responses to avian and pandemic influenza; from 2008 he coordinated UN system action on food insecurity, from 2010 he coordinated the Movement to Scale Up Nutrition, and from 2014 he served as the former UN Secretary-General’s envoy for the West Africa Ebola outbreak and under-Secretary-General. From 2016 he worked as special adviser to the UN Secretary-General for the 2030 Agenda for Sustainable Development, Climate Change, and Cholera in Haiti. His service with the UN ended in June 2017. He now supports systems leadership for sustainable development - with a particular focus on Food, Land Use and Climate Change. He advises on global health issues from the perspective of the 2030 Agenda for Sustainable Development. His social enterprise 4SD (Skills, Systems & Synergies for Sustainable Development) is based in Switzerland: he also has an academic base in the UK.

Johannes F. Linn is a Non-resident Senior Fellow at the Brookings Institution, a Distinguished Resident Scholar at the Emerging Markets Forum, and a Senior Fellow at the Results for Development Institute, in Washington DC. In 2011, 2014 and 2017 he served as the chair for the 9th, 10th and 11th Replenishment Consultation of the International Fund for Agricultural Development. From 2005-2010 he was Director of the Wolfensohn Center for Development at Brookings. Prior to joining Brookings in 2003, he worked for three decades at the World Bank in various capacities, including as the Bank’s Vice President for Financial Policy and Resource Mobilization (1991-1995) and Vice President for Europe and Central Asia (1996-2003). Johannes Linn has published extensively on development and global governance issues, most recently his paper on “Recent Threats to Multilateralism” (Global Journal of Emerging Market Economies, January 2018). His current research interests are in the areas of development effectiveness (with a special focus on scaling up successful development interventions), on global governance reform, on urbanization, and on regional cooperation (with a special focus on Central Asia). He holds a bachelor degree from Oxford University and a doctorate in economics from Cornell University.

Dominik Ziller

Director-General for International Development Policy (BMZ), Germany

Dominik Ziller heads the Directorate-General for International Development Policy at the German Federal Ministry for Economic Cooperation and Development. His responsibilities include the European Union's development cooperation, United Nations, World Bank Group, regional development banks, OECD, development pro­cesses of the G7 and the G20, the World Trade Organization and topics of financing for development and effectiveness/transparency. During Germany's G20 Presidency, Dominik Ziller chaired the Development Working Group.  Previously, he held various senior positions at the BMZ, including head of the Directorate for Asia and head of the Budget Division. Between 2011 and 2013, he worked for Deutsche Gesellschaft für Internationale Zusam­menarbeit (GIZ), where he was a member of the Executive Management Committee and head of the business area Migration / Ensuring the availability of qualified professionals.  His other functions include, Member of the Board of Directors of the European Fund for Southeast Europe (EFSE), Member of the administrative advisory board of CARE Germany/Luxembourg and Governor for Germany to the International Fund for Agricultural Development.

Rita Kimani

Rita Kimani, co-founder of FarmDrive is a young ambitious changemaker. Her life’s work focuses on leveraging technology to enable smallholder farmers in Africa achieve self-sustenance. She holds a First Class Honours BSc in Computer Science from the University of Nairobi and has proven expertise in conceptualising and designing solutions for emerging economies and fostering scalable innovations. 

Growing up in a rural farming community in Kenya, Rita experienced firsthand the frustration farming communities faced as they struggled to support their families through agriculture. Despite these challenges, sustainable agriculture is the best tool to significantly reduce global poverty and promote sustained, inclusive and sustainable economic growth while reducing inequalities. 

Rita resolved to use both her personal and academic experiences to build solutions that would equip farming communities with the resources they needed to thrive in their farming enterprises. She co-founded FarmDrive, a Kenyan-based social enterprise that connects unbanked and underserved smallholder farmers to credit, while helping financial institutions cost effectively increase their agricultural loan portfolios. 

Rita is passionate about engaging the youth who are key to achieve make up over 50 per cent of Africa’s population and with the energy, innovation and entrepreneurial flair that they have, are a key to achieving the vital Sustainable Development Goals. In addition to her efforts through FarmDrive, Rita has been at the forefront of bringing the youth perspective in building and executing programmes that support youth to be the force behind ending poverty, hunger, inequalities and ensuring decent jobs for all.

Victor Rosca grew up in the rural area of Moldova. His parents were farmers. Graduated from Agrarian University as specialist in Horticulture in 1982. He holds PhD degree in agriculture from San-Petersburg (Russia) in 1995. Victor Rosca, comes with a vast experience in agriculture, which include agriculture education, farm management, farm business development, financing in agriculture, and project management. He has taught for over 20 years at the State Agrarian University of Moldova as associate professor, head of horticulture department, and Vice-President of the University. He has seven years' management experience of a greenhouse farm (7 ha of greenhouses) producing vegetables and seedlings. Has written over 60 scientific publications, textbooks, guides, and has registered two patents in farm technology. Victor Rosca, has received numerous academic and state awards. He has experience in design and implementation of international projects in agriculture, has worked as team leader in USAID, FAO, and PSO (Dutch) projects. Since 2011, he has been the director of the CPIU-IFAD. He leads a team of 14 experts and has implemented four IFAD projects with a portfolio of about US$60 million.

Sebastian Pedraza is a Colombian youth who has important experience in rural youth issues, especially in the area of youth networks, since the end of 2012, he has been part of the Entrepreneurs Youth Association (Asoje), where he has participated in the execution of different projects, mainly in the area of culture and rural youth. During his experience he has participated in the construction and strengthening of the national rural youth network in Colombia, as well as the development of methodologies for the construction of local nodes led by Asoje and with the support of institutions, such as the Ministry of Agriculture and Rural Development, Procasur and Sena. He has also participated in the construction of the rural youth network of El Salvador. 

For the last three years he has been a representative of the communications area of the national rural youth network. He is project coordinator of an art, technology and culture for peace project (Artec peace) of the entrepreneurs young association - Asoje, in partnership with UN Habitat and Sena. 

In addition, he has been part of other organizations such as the peace Development Program of the Magdalena center and the Apoyar Foundation, working in support programs with rural populations. During his work at Asoje and in the National Rural Youth Networking, he has participated in various forums and national and international conferences, including the national meeting of young coffee growers, the II International Forum on Inclusive rural enterprises, One Young World - Bogotá 2017 and the International South Triangular Cooperation Conference organized by IFAD. 

Recently he has been participating in the work that the Network is carrying out with the Colombia  Rural Dialogue Group, seeking advocacy in policy through dialogue for the construction of public policy guidelines for rural youth in Colombia.

Mai Thin Yu Mon

Representative, Global Indigenous Youth Caucus

Thin Yu Mon is an indigenous youth leader from the Chin Human Rights Organization in Myanmar and active in the Global Indigenous Youth Caucus. She represents her organization at the Myanmar Indigenous Peoples Network which her organization co-founded and is now serving as a management committee member of MIPN which is a coalition of 19 indigenous peoples' organizations. Thin Yu Mon also represents Asia Indigenous Youths to the Executive Council of Asia Indigenous Peoples Pact (AIPP).

 

Mai Thin Yu Mon was among the indigenous representatives at the Bonn COP23 last November. She was part of the youth delegation from the Global Indigenous Youth Caucus who met in FAO in April 2017, which concluded with the Rome Declaration.

 

In 2016, she was delegated by the Global Indigenous Youth Caucus to address the Session of the UN Permanent Forum on Indigenous Issues with indigenous youths in Asia.  

 

While completing her master's degree at Yangon University, she served as a translator for the Kumudra Journal. She went on to join the Project Achievement Study Team at the Euro-Burma Office, facilitating ethnic minority acceptance programmes throughout Burma. She also joined the Chin Youth Network at this time. 

 

Thin Yu Mon is an alumnus of the 2014 International Human Rights Training Programme sponsored by EQUITAS (Montreal, Canada) and of UNSCR 1325: Women Peace and Security hosted by Indevelop, the Swedish International Development Agency. Her studies also include a post-graduate diploma course in international relations and business law from Yangon University.
