The project worked with the government to help smallholder farmers set up village-level agricultural committees that were to become channels for credit, technology and training. The main objective of the IFAD-initiated project was to improve food production and cash income of small subsistence farmers in the region. The project provided credit for seasonal and development activities, promoted research into low-risk technological innovations in traditional production systems. It supported extension to promote soil conservation and other measures, provided training and institutional support, and financed rural infrastructure such as roads and crop storage facilities.
