The goal of the COSOP is to support inclusive rural transformation that enables smallholders to reduce poverty and strengthen livelihood resilience. This goal will be achieved through two interrelated strategic objectives:

• increase smallholders’ equitable and sustainable returns; and
• enhance smallholders’ resilience to climate change.
