Programme to reduce vulnerability in coastal fishing areas

The overall objective of the programme is to support people living in rural coastal areas affected by climate change to improve their resilience and reduce their vulnerability to such change and promote co-management of marine resources. The goals are:

  • increased ownership by coastal populations of more climate changeresilient activities
  • strengthened cooperatives and associations benefiting a large proportion of the target groups affected by climate change
  • increased incomes for programme beneficiaries; and
  • an increase in the number of fishing craft without affecting the status of fish resources. 

The programme area covers a land-sea interface along the rural coastal area, and includes the:

  • Tadjourah region
  • Obock region
  • localities of Arta, Loyada and Damerjog

The programme will reach an estimated 15,300 direct beneficiary households, or 107,000 people – 30 per cent of the rural population and 15 per cent of the population as a whole. The programme beneficiaries are  poor and vulnerable people whose incomes have been seriously affected by climate change.

Women are one of the key stakeholders of this programme as they are a major pillar within fishing value chains, where they provide 80 per cent of fish commercialization and support part of production activity with inputs, fuel and provisions by making small loans to fishers who in turn provide them with fish.
