Scaling up note: Sustainable inclusion of smallholders in agricultural value chains

Scaling up aims at increasing the number of farmers and small producers with sustained market access, translating into improvements of their welfare. Thus, the objective is not to scale up VCD projects, but to identify from the outset how to expand the long-term benefits of VCD to more beneficiaries by ensuring sustainability and leveraging additional resources and expertise.


It also means increasing income benefits for those beneficiaries included in the chain.

Scaling up note: Smallholder institutions and organizations

The initial step in scaling up smallholder organizations is to clarify and examine the elements that work best and decide which of these to scale up. The elements to be considered include the organizational components embedded in projects related to capacity-building, such as the managerial and technical skills and governance systems that enable organizations to fulfil their core functions and achieve their missions more effectively.

The thesis of this article is that governments of countries that plan their agricultural and rural development programmes on a large scale – typically covering the entire agriculture sector and including all or most of the important ingredients for agricultural growth and rural development – do better in terms of agricultural production and reduction of rural poverty and hunger than do country governments that do not invest broadly and at scale in such development.

of its strategy to combat rural poverty in developing countries. This institutional review of IFAD’s approach to scaling up is the fi rst of its kind: A team
of development experts were funded by a small grant from IFAD to assess IFAD’s track record in scaling up successful interventions, its operational policies and
processes, instruments, resources and incentives, and to provide recommendations to management for how to turn IFAD into a scaling-up institution. Beyond IFAD,
this institutional scaling up review is a pilot exercise that can serve as an example for other development institutions.
