2021 Stakeholder Survey

IFAD is pleased to share the results of the 2021 Stakeholder Survey. The survey, offered each year to an alternating sample of countries, is an opportunity for stakeholders to score IFAD’s performance both in country programmes and non-lending activities. It is a crucial component of assessing country programme implementation and impact, and in particular: country strategies, programmes and projects.

The survey is an important part of IFAD’s efforts to improve its development effectiveness. These efforts require continuous improvements in employing evidence to verify both that IFAD is “doing things right,“ and “doing the right things” – then adapting as contexts require. This approach is central to IFAD’s trending results-driven culture, set on learning.

The Stakeholder Survey not only contributes to the scoring of certain indicators of IFAD’s Results Management Framework, but is an important avenue for various stakeholders to offer feedback and contribute to this learning process.

In 2021, as the COVID-19 pandemic persists, a section was added relating to IFAD’s response to the effects of COVID-19, asking about how well IFAD protected the production capacities and market access of the rural poor against COVID-19-related challenges, and how IFAD bolstered their overall resilience.
