Rural Poverty Report 2011

“The problem today is that no matter how hard you work, it’s never enough to feed the family…” “For about a year, perhaps more, there have been no rains… That is why people are suffering…” “Without education a person can do nothing…” “The men have left to work outside the village. The main labour force here is women…” These are first-hand accounts of just a few of the men, women and young people who were interviewed for this report. Their stories give us vital insight into what it is like to live in today’s changing reality of rural poverty. Listening to their experiences – and learning from them – is essential if we are to comprehend that reality. And it is the first step in identifying appropriate and effective solutions to turn rural areas from backwaters into places where the young people of today can find opportunities to work their way out of poverty, and where they will want to live and to raise their own children. We need a clear understanding of what the face of poverty looks like now, a basket of practical solutions to today’s myriad challenges and a coherent approach for tackling the evolving challenges of the future. This report provides all three. IFAD’s Rural Poverty Report 2011 – New realities, new challenges: new opportunities for tomorrow’s generation, is an in-depth study of rural poverty. The findings in the report come from a collaboration among dozens of experts in the field of poverty reduction – both inside and outside IFAD. They also come from the poor rural people themselves.

Enabling poor rural to overcome poverty in Viet Nam

IFAD works for and with the poorest people in Viet Nam, including ethnic minorities, small-scale farmers and households headed by women. Strategies to reduce poverty and improve living conditions include building partnerships, strengthening institutional capacity and promoting participation. IFAD works with the government and other partners to empower poor rural people so they can have a role in decisionmaking.

To do this, IFAD finances programmes and projects that focus on developing and testing innovative approaches to poverty reduction that can be replicated and scaled up by the government and other agencies. Interventions are area-based and multisectoral. They target regions where poverty reduction is a priority.

Scaling up the fight against rural poverty

The International Fund for Agricultural Development (IFAD) has for many years stressed innovation, knowledge and scaling up as essential ingredients
of its strategy to combat rural poverty in developing countries. This institutional review of IFAD’s approach to scaling up is the fi rst of its kind: A team
of development experts were funded by a small grant from IFAD to assess IFAD’s track record in scaling up successful interventions, its operational policies and
processes, instruments, resources and incentives, and to provide recommendations to management for how to turn IFAD into a scaling-up institution. Beyond IFAD,
this institutional scaling up review is a pilot exercise that can serve as an example for other development institutions.

Desertification factsheet

Desertification occurs when the tree and plant cover that binds the soil is removed. It occurs when trees and bushes are stripped away for fuelwood and timber, or to clear land for cultivation. It occurs when animals eat away grasses and erode topsoil with their hooves. It occurs when intensive farming depletes the nutrients in the soil.

Wind and water erosion aggravate the damage, carrying away topsoil and leaving behind a highly infertile mix of dust and sand. It is the combination of these factors
that transforms degraded land into desert.

Making the most of agricultural investment: A survey of business models that provide opportunities for smallholders

Drawing on a literature review, this report examines a range of business models that can be used to structure agricultural investments in lower- and middle-income countries, and that provide an alternative to large-scale land acquisitions. A business model is the way in which a company structures its resources, partnerships and customer relationships in order to create and capture value – in other words, a business model is what enables a company to make money. Business models are considered as more inclusive if they involve close working partnerships with local landholders and operators, and if they share value among the partners.

Change Africa from within

A severe food crisis currently threatens southern Sudan. In East Africa, where millions of people already are dependent on food aid, a sharp rise in the cost of staple crops looms. These are just the latest sources of concern in a turbulent period that began two years ago when food shortages hit many countries in Africa and Asia due to a worldwide spike in prices. Higher food prices meant that poor people, already struggling to meet basic human needs, were pushed deeper into poverty. On its heels came the global financial crisis, which also hit the poorest the hardest. Agriculture is the main employer, job creator and export in most developing countries. Historically, agriculture has driven economic performance in many countries, generating growth that has been shown to be at least twice as effective in reducing poverty as growth in other sectors. Investment in agricultural and rural development is therefore vital to food security and sustainable economic development.

Alternatives to land acquisitions: Agricultural investment and collaborative business models

Recent years have witnessed a renewed interest in public and private-sector investment in agriculture. Concerns about longer-term food and energy security and expectations of increasing returns from agriculture underpin much recent agricultural investment. Some have welcomed this trend as a bearer of new livelihood opportunities in lower- and middle-income countries. Others have raised concerns about the possible social impacts, including loss of local rights to land, water and other natural resources; threats to local food security; and, more generally, the risk that large-scale investments may marginalise family farmers. The recent debates about “land grabbing” – the media characterisation of large-scale farmland acquisitions in lower- and middle-income countries – illustrate these trends and positions. 

IFAD Decision Tools for Rural Finance

The objective of IFAD Decision Tools for Rural Finance is to provide decision-making support for the IFAD country programme managers (CPMs), consultants, project staff and technical advisers who develop and implement rural finance projects. Built on the IFAD Rural Finance Policy (RFP) (IFAD 2009), as well as other good practice guides, this knowledge management tool is designed to help identify and answer the questions that arise in each rural finance project, provide background on key issues, define common terms, highlight risks and opportunities, and provide references for further investigation.

There are 1.4 billion extremely poor people in the world, living on
less than US$1.25 a day. About 1 billion of these men, women and
children live in the rural areas of developing countries.
Nearly 2 billion rural people live on less than US$2 a day. Most are
smallholder farmers and their families, who depend on agriculture for
their livelihoods.
Today, they must cope with rapid and unprecedented changes. Climate
change, a growing world population, and volatile food and energy
prices are pushing more people into extreme poverty and hunger.
For the first time in human history, the number of hungry people has
passed 1 billion. On top of this, tens of millions more people are
expected to go hungry by 2020 as a result of climate change.

Gender and livestock: tools for design

This Thematic Paper is part of a Toolkit for Project Design (Livestock Thematic Papers: Tools for Project Design) which reflects IFAD’s commitment to developing a sustainable livestock sector in which poor farmers and herders might have higher incomes, and better access to assets, services, technologies and markets.

The paper indents to be a practical tool for development practitioners, project designers and policymakers to define appropriate livestock development interventions. It also provides recommendations on critical issues for rural development and also possible responses and actions to encourage the socio-economic empowerment of poor livestock keepers.

Promoting women's leadership in farmers' and rural producers' organizations

This paper presents the outcomes of the Special Session of the 2010 Farmers’ Forum, Promoting Women’s Leadership in Farmers’ Organizations and Rural Producers’ Organizations,  that was convened on 12 and 13 February in conjunction with the Thirty-third Session of IFAD’s Governing Council. The session was co-organized by IFAD and the non-governmental organization Women Organizing for Change in Agriculture and Natural Resources (WOCAN).
In plenary session and working groups, over 60 participants – including 35 women farmer representatives, members of the Farmers’ Forum Steering Committee, observers from NGOs and FAO, and many IFAD staff – had a rich discussion that generated important recommendations. 

IFAD will follow up on those recommendations not only as a matter of equity, given women’s enormous contribution to agriculture, but also because a stronger women’s voice and leadership in agriculture are essential to making smallholder agriculture more productive and sustainable.

Gender and desertification: Expanding roles for women to restore drylands

In addition to caring for their families, women across the developing world spend considerable proportions of their time and energy using and preserving land for the production of food and fuel and to generate income for their families and communities.

These activities include crop production, growing fruits and vegetables, raising small livestock, tending trees, processing products for food and markets, and managing and collecting water and fuel. Women are usually responsible for the plots in which food crops are grown, while men are responsible for the plots on which cash crops are grown. The latter account for a major part of the threat of soil nutrient depletion and desertification.

Annual report on investigative and anti-corruption activities 2009

The Investigation Section of the Office of Audit and Oversight (OA/IS) has a mandate to investigate alleged irregular practices, namely (i) fraud and corruption, in relation to entities, contractors and non-staff individuals applying for or participating in an IFAD-financed project or headquartersrelated contract; and (ii) staff misconduct, pursuant to the adoption by the Executive Board in December 2005 of the IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations (EB 2005/85/R.5/Rev.1). Implementation of this policy, along with the establishment of a Sanctions Committee, has aligned IFAD with best practices in this area of other United Nations agencies and the main multilateral financial institutions.

Twenty-seven new allegations were received in 2009, compared with 30 in 2008. Fifty-nine per cent were external, mostly involving bidding irregularities and procurement-related fraud. Emphasis has been placed on promoting awareness of the anticorruption policy at every stage of the project cycle, thus putting the anticorruption message in the foreground. 

Enabling poor rural people to overcome poverty in Syria

 Since 1982, IFAD has supported seven projects in Syria with loans totalling US$126.2 million for projects with a total value of US$474 million. The organization has also provided a number of grants, including technical assistance grants to support women’s empowerment.

IFAD works in partnership with the government, other donors, NGOs, local institutions and civil society organizations. It finances initiatives which enable poor rural people in Syria’s agricultural settlement areas to improve their incomes and living conditions.

IFAD is working towards achieving the Millennium Development Goals and its interventions endeavour to reduce poverty and promote gender equality and environmental sustainability.

Initiative, which will complement the ongoing IFAD-financed Agricultural and

Ethiopia Community-based integrated natural resources management in Lake Tana watershed

Ethiopia is one of the world’s poorest countries, with an annual per capita income of only US$174. Nearly half of the population lives under the poverty line, and more than 12 million people are
chronically or periodically food insecure. Agriculture generates approximately 50 per cent of the GDP and 90 per cent of export earnings. First mile project - factsheet 3

Mobile signal coverage is expanding fast. More and more people own and use mobile phones and some are finding innovative ways to use them to enhance their earning potential. In the Republic of Tanzania, Internet connectivity is evolving rapidly, but few people in rural areas have access to the technology. The use of mobile phones and text messages, or SMS, is still far more widespread than e-mail. Yet the speed of change is dramatic. Communication technologies that allow wireless access within a 30-km radius are being extended throughout Tanzania and tests are verifying the feasibility of using GPRS modems in remote districts.

“It was important that we adapt quickly, looking for ways to ensure that everybody benefits
from these changes,” says Clive Lightfoot, technical advisor of the First Mile Project. “We want
to make certain that groups of people are not left behind and that the revolution is also
directed towards reducing rural poverty.”

Fighting water scarcity in the Arab coutries

The Arab countries account for more than 5 per cent of the world’s population, but less than 1 per cent of global water resources. And as a consequence of the phenomena associated with climate change, the region is facing an even greater water shortage.

For 30 years now, IFAD and its partners in the region have worked to develop effective, replicable solutions to help poor rural communities manage their scarce water resources. More than half of IFAD’s programmes and projects in the region include a focus on water. 

Enabling poor rural people to overcome poverty in the Bolivarian Republic of Venezuela

IFAD has approved six loans to the Bolivarian Republic of Venezuela for an approximate total of US$80.0 million. The organization also approved two technical assistance grants in 1991 and 1998 for the Regional Training Programme in Rural Development, implemented by the Foundation for Training and Applied Research in Agrarian Reform (CIARA), which is part of the Ministry of Agriculture and Land.

IFAD’s mandate to reduce poverty by improving the living conditions and incomes of poor rural people faces vigorous challenges and opportunities. IFAD works in partnership with the government and other donors, financing programmes and projects that target the poorest of the poor, particularly small farmers, landless people, indigenous peoples and ethnic minorities, and rural women in general. CIARA, one of IFAD’s principal partners in recent rural development projects, plays an important role as administrator of decentralized development programmes for the country's Ministry of
Popular Power for Agriculture and Land.

Land grab or development opportunity? Agricultural investment and international land deals in Africa

Over the past 12 months, large-scale acquisitions of farmland in Africa, Latin America, Central Asia and Southeast Asia have made headlines in a flurry of
media reports across the world. Lands that only a short time ago seemed of little outside interest are now being sought by international investors to the tune of
hundreds of thousands of hectares. And while a failed attempt to lease 1.3 million ha in Madagascar has attracted much media attention, deals
reported in the international press constitute the tip of the iceberg. This is rightly a hot issue because land is so central to identity, livelihoods and food security.

IFAD and rural water investments

IFAD is currently engaged in over 230 loan operations in 85 countries. About two thirds of that portfolio is related to community-based natural resource management.

Poor rural people and their institutions are at the core of this approach. Water is critical to these men and women pastoralists, fishers, farmers, young and old, part- or full-time, urban or rural, indigenous, tribal or otherwise often marginalized people. It is the key entry point for improving their livelihoods.

Climate change represents an additional challenge to rural people in SSA – and a further reason for investment in water control. Smallholder farmers, pastoralists and artisanal fishers are among the most vulnerable to this threat. 

While projections of changes in annual rainfall vary across Africa, these groups will experience the negative effects of increased temperature and
extreme events. For them, enhanced control of water will become critical in building resilience to increased climate variability.

Guidance notes for institutional analysis in rural development programmes provides a synthesis of the training materials developed as part of the Institutional Analysis (IA) methodology. They propose that we rethink how we conceptualize and promote institutional change, particularly for pro-poor service delivery. 

They provide a framework and the analytical tools for designing programmes and projects that feature implementation modalities based on some of the core principles of good governance, focusing on “pro-poor governance” and systemic sustainability at the micro and meso levels.

Reinforcing gender equity

Women constitute two-thirds of the 1.2 billion poor people in the world. The great majority live in rural areas of sub-Saharan Africa and South Asia, regions that are also home to most of the world’s ‘water poor’ – those with limited access to reliable, safe supplies of water for productive and domestic uses. The role women play in reducing food insecurity and poverty – through their knowledge of multiple uses of water, crop production, local biodiversity, soils and local water resources – is recognized internationally. However, despite this, they are often still excluded from decision-making processes in new water management approaches and other natural resource allocation projects and initiatives. Globalization, changing market dynamics and climate change are altering the rural context for most poor rural people, resulting in increased vulnerability to natural hazards and economic uncertainties, above all for women. 

IFAD and the League of Arab States

Poverty poses a constant threat to economic growth, trade reform, private sector development, knowledge, governance and gender equality.
Poverty among the 22 members of the League of Arab States (LAS) is primarily a rural phenomenon. A quarter of the region’s population, or about 80 million people, live below national poverty lines. Between 60 and 70 percent of these poor people live in rural areas.

One of the most pressing challenges in the region is the high rate of unemployment, particularly among young people. Official unemployment rates average 13 per cent, and in some countries the jobless rate among young people is twice as high.

IFAD in the MERCOSUR area

Working to enable poor rural people to overcome poverty, IFAD operates in the MERCOSUR countries at two levels:

• at the subregional level, within the institutional framework of MERCOSUR, it promotes a platform for dialogue between governments and smallholder farmers’ associations, with the aim of increasing public investment in family farming
• at the national level, it provides funding and technical assistance to governments for the implementation of rural development programmes and projects that translate into action the agreements reached at subregional level.

IFAD and GEF partnership on climate change - Fighting a global challenge at the local level

There is a general consensus that rural areas and rural livelihood systems
will bear the brunt of climate change across the globe. More frequent
extreme weather events such as heat waves and intense precipitation are
likely to place the livelihoods of many rural people at risk. Africa is
expected to be the most vulnerable continent to climate change, and will
face a decline in both food security and agricultural activity, particularly
in relation to subsistence farming.

The impact of climate change on agriculture is expected to be
devastating in many parts of the developing world. Especially in the
least developed countries, declining crop productivity and livestock deaths
associated with further global warming pose a serious threat to food
security and national economies.
Nonetheless, vulnerability to climate change can be exacerbated by poverty,
marginality and low adaptive capacity. An integrated approach is
therefore needed to bridge the gap between local development and the
global challenge of climate change.

Custodians of culture and biodiversity: Indigenous peoples take charge of their challenges and opportunities

Institutional and organizational analysis for pro-poor change: meeting IFAD's millennium challenge - A sourcebook

As part of its obligations undertaken to achieve the Millennium Development Goals, IFAD committed itself to enabling the rural poor to help themselves out of poverty by increasing theirorganizational capacity to influence institutions of relevance to rural poverty reduction (policies, laws and regulations).

As a result, IFAD has embarked upon a process to strengthen its own organizational competencies in institutional analysis and dialogue.
This sourcebook is an attempt to complement and further this process. It has been written keeping in mind the needs of country programme managers, as well as consultants working with IFAD.

Large, well-constructed ‘agro-wells’ are making farming profitable for farmers living in dry areas of Sri Lanka. Farmers in the dry areas of the district of Matale benefited from the Regional Economic Advancement Project (REAP) from 1999 to 2007.

REAP was mostly funded by a loan of US$11.7 million from IFAD to the Government of Sri Lanka. The project had a total budget of US$14.5 million,
and benefited some 30,000 households.

A major activity of REAP’s subcomponent on soil conservation and water management was assistance to the poorest farmers to enable them to
construct agro-wells for irrigation purposes. This activity was started in 2001.

IFAD, the African Union and the New Partnership for Africa's Development

IFAD has been working closely with the African Union (AU) and the New Partnership for Africa’s
Development (NEPAD) since they were established in July 2001, seeking new ways to combat rural
poverty across the continent. African leaders created NEPAD to promote sustainable development
and strengthen efforts to achieve the Millennium Development Goals (MDGs), the international
community’s time-bound targets to meet the needs of the world’s poorest people. Within the
framework of NEPAD, the Comprehensive Africa Agriculture Development Programme (CAADP) was
prepared in June 2002.

Enabling poor rural people to overcome poverty in Lesotho

The main objectives of IFAD’s operations in the country are to improve food security and family nutrition. Since 1980, IFAD has supported agricultural development by investing a total of US$64.3 million in seven programmes and projects to reduce poverty in the country’s rural areas.
Normally, Lesotho is not in a position to grow enough food to feed its growing population. 

Offsetting the effects on poor households of declining agricultural production, IFAD investments support the efforts of small-scale farmers to ensure food security for their families and improve their incomes. Increased productivity is a key to achieving these aims and to reducing poverty in rural areas. IFAD finances programmes and projects that encourage poor people’s participation in the planning and development of income-generating activities, including microenterprises.

In 2004 and 2005, IFAD underwent a comprehensive Independent External Evaluation (IEE). The evaluation was conducted to determine IFAD’s contribution to rural poverty reduction, examine the relevance of its mission and objectives, assess its corporate learning and performance, and make recommendations on policy directions and steps to improve IFAD’s performance. It was, at the time, probably the most ambitious exercise of its kind for a United Nations agency, breaking new ground in addressing institutional performance in terms of impact.

The Investigation Section of the Office of Audit and Oversight (OA-IS) was set up in 2006 with a mandate to investigate alleged irregular practices, namely (i) fraud and corruption, when applied to entities, contractors and non-staff individuals applying for or participating in IFAD-financed activities, and (ii) staff misconduct. This was pursuant to the adoption by the Executive Board in December 2005 of the IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations (EB 2005/85/R.5/Rev.1, paragraph 26). The establishment of a Sanctions Committee and the development of debarment procedures in February 2007 further bolstered the effectiveness of the IFAD investigative and sanctions process. These changes aligned IFAD with best practices applied by other United Nations agencies and the major multilateral development banks (MDBs) in this area.

IFAD’s intention is to help poor rural households by creating sustainable jobs, reducing poverty and guaranteeing food security. To meet this goal IFAD places emphasis on intensifying agricultural output and supporting smallholders within irrigation schemes, as well as helping develop small rural businesses. In particular, IFAD works to improve linkages to financial services and markets, to support providers of financial and marketing services and to strengthen the capacity of poor rural communities and their institutions.

The Government of Swaziland, key stakeholders and IFAD are jointly designing a new investment focusing on rural finance and enterprise development.

Improving marketing strategies in Western and Central Africa

Many rural development efforts in Western and Central Africa have focused on how to improve poor farmers’ yields. But better yields have not always translated into greater incomes. As the use of cassava has grown, the role of efficient markets and a better coordinated cassava chain have become increasingly important to producers and processors who depend on a stable cassava sector for income.

IFAD’s work in the region is guided by the organization’s Strategic Framework, its four thematic priorities for the region and by individual country strategic opportunities papers (COSOPs), reflecting governments’ own priorities in rural development and prepared in consultation with governments, donors and other partners. 

The thematic priorities encompass: 

(i) a new focus on managing land and water resources for poverty reduction, including the key role of empowerment of community-based resource management groups; 

(ii) achieving a breakthrough in rural microfinance by building partnerships with leading organizations in this area and collaborating with commercial banks and major regional financial institutions;

(iii) tackling rural unemployment by using the results of ongoing action research to identify effective, targeted interventions and; (iv) linking smallholder farmers and the rural poor with international markets by assisting NENA countries in developing export markets for non-traditional products and by working with existing private sector or NGO initiatives in this area.

IFAD’s experience in the region has shown that, with the right support, local people can sustainably manage the natural resources on which their livelihoods depend.

The Oversight Committee (OVC) was established in May 2000 with a mandate to coordinate investigations into alleged irregular practices, namely (i) fraud and corruption, when applied to entities, contractors and non-staff individuals applying for or participating in IFAD-financed activities, and (ii) staff misconduct. The efforts of the Fund to prevent the incidence of fraud and corruption in its activities and operations were further boosted through the adoption of an anticorruption policy by the Executive Board in November 2005. Throughout 2006, IFAD worked towards introducing the structures and tools required for implementing its anticorruption policy. In 2006, the investigative capacity of the OVC was considerably reinforced with the establishment of the Investigation Section within the Office of Internal Audit. The OVC took specific actions to model its operating procedures and practices according to quality standards and best practices. It also took the lead in other activities related to implementation of the IFAD anticorruption policy, which included organizing an external review of the Fund’s investigation and sanction processes. The review prompted a major institutional reform of IFAD’s legal framework and procedures for conducting investigations and imposing sanctions, including the disbanding of the OVC, redefinition of the role of the Office of Internal Audit (renamed the Office of Audit and Oversight), establishment of a sanctions committee, and development of debarment procedures. These changes were introduced in early 2007, aligning IFAD with best practices applied by other United Nations agencies and the major multilateral development banks in this area. 

Linking land and water governance

Secure access by rural poor people to both land and water is central to the achievement of the Millennium Development Goals, in particular the target of reducing by half the proportion of people living in extreme poverty and hunger by 2015.

Most of these people depend on agriculture for their livelihoods.

However, international debate continues to address land and water issues separately, and to view the significant use of water in agriculture as problematic.

First mile project - factsheet 2

The First Mile Project is about how small farmers, traders, processors and others from poor
rural areas learn to build market chains linking producers to consumers. Good communication
is vital. The project encourages people in isolated rural communities to use mobile phones,
e-mail and the Internet to share their local experiences and good practices, learning from one
another. While communication technology is important, real success depends on building trust
and collaboration along the market chain. Ultimately farmers and others involved develop
relevant local knowledge and experience and share it – even with people in distant
communities – to come up with new ideas.

The IFAD Oversight Committee (OVC) was established by the President of IFAD in May 2000 to coordinate investigations into alleged irregular practices as a means of ensuring consistent, prompt and appropriate responses to allegations. The OVC investigates allegations of irregular practices pertaining to activities within IFAD or in connection with operations and contracts financed by IFAD, decides on the investigative actions to be taken, determines the role of IFAD in investigations involving external parties (such as national authorities or cooperating institutions), and reports to the President the facts that have emerged from the investigation.

FAO, IFAD and WFP are accelerating their efforts to help countries achieve the Millennium Development Goals (MDGs). More than 1 billion people live in extreme poverty, suffering hunger or undernourishment. The vast majority – about 810 million women, men and children – live in rural areas, where they depend on agriculture and related activities for their survival. The three Rome-based agencies agree that none of the Goals can be achieved unless extremely poor people, especially those living in rural areas, are supported in their struggle to emerge from poverty and hunger. Consequently, the agencies are focusing their efforts on the targets of the first Goal, to reduce by half by 2015 the proportion of people living in extreme poverty and hunger.

information and communication technologies (ICTs), especially
the Internet, help? The First Mile is a two-year pilot project
supported by the Government of Switzerland. It is
implemented in collaboration with the Agricultural Marketing
Systems Development Programme of the Government of the
United Republic of Tanzania. Technical assistance is being
provided by the International Support Group.

Conflict

Over the past 25 years, there have been at least 80 wars around the world. While the places may vary, today’s violent conflicts have some striking similarities: almost all are civil wars and the majority of victims are civilians, not combatants.
Most of these internal conflicts have taken place in poor countries, impeding their development. In fact, more than half the
countries where international development agencies currently operate are affected by war.
Unfortunately, the majority of these conflicts are ongoing events, not temporary emergencies.
Today’s average conflict lasts about eight years – twice as long as conflicts before 1980. And many
more people are killed in conflicts by hunger and disease than by actual fighting.

The Oversight Committee (OVC) was established by the President of IFAD in May 2000, pursuant to President’s Bulletin 2000/04, to coordinate investigations into alleged irregular practices as a means of ensuring consistent, prompt and appropriate responses to allegations. The OVC membership comprises the Vice-President of IFAD as Chair, the General Counsel and the Chief, Internal Audit.1 The Special Advisor to the Vice-President and other IFAD officers (on invitation) have also participated in OVC meetings. The mandate of the OVC was reinforced in July 2003 through the adoption of the UN/IFI Uniform Guidelines for Investigation (see President’s Bulletin 2003/06, copy attached).

 

Eradicating rural poverty is one of the first steps to fighting desertification

Land degradation – often caused by human activities such as overcultivation of soil, deforestation, overgrazing and population growth – affects more than one billion people and 40 per cent of the Earth’s
surface.When this degradation occurs in the drylands where the earth is particularly fragile, rainfall is minimal and weather is harsh, desertification results.

Desertification directly affects the lives of more than 650 million people in 110 countries. Contrary to popular belief, desertification is a process that can often be reversed.There are many ways of combating desertification, including applying appropriate land-use technologies and water-use strategies. However, one of the most effective methods of combating desertification is by eradicating poverty.

 IFAD works with rural poor people, governments, financial and development institutions, non-governmental organizations, the private sector and other partners to design and implement projects and programmes that are innovative, cost-effective and replicable. Most of IFAD’s resources are provided to low-income countries on highly concessional terms, repayable over 40 years, including a grace period of ten years and a yearly service charge of 0.75 per cent. Since its founding, IFAD has financed 653 projects and programmes in 115 countries and territories for a total commitment of approximately USD 8.1 billion.

IFAD’s current investment policy was adopted in December 2001. The policy allocates five per cent of investments in cash, 44 per cent in government bonds, 23 per cent in diversified fixed-interest instruments, 18 per cent in inflation-indexed bonds and ten per cent in equities. These allocations were implemented with the exception of the asset class for inflation-indexed bonds until June 2003, when two such investments were made, bringing the class to some ten per cent of the overall portfolio. The remaining unfunded amount was held in the government bonds portfolio and, to a lesser extent, in the internally managed portfolio.

The Fund’s ongoing change process aims to strengthen teamwork, management capabilities and accountability while ensuring alignment with its corporate strategy and objectives. In 2002 the Fund adjusted its structure to create a more focused and consolidated organization – one that delivers positive change in the context of the strategic framework. The Offices of the President and Vice-President were integrated so as to consistently function as a team. The Office of the Vice-President is charged with cross-departmental responsibilities, thus enabling this office to better assist the President on a wide range of business and management issues. This, in turn, has enabled the President to increase leadership and management capacity, which allows for greater flexibility in addressing key internal and external needs and, at the same time, provides greater scope for staff communication and interaction. Crossdepartmental responsibilities have also enabled the Vice-President to concentrate more on implementation and follow-up. In addition, a Finance and Administration Department has been created and consists of the Offices of the Controller, Treasurer and Human Resources, the Management Information Systems Division, and Administrative Services. The new External Affairs Department consolidates the main externally oriented functions – Communications Division, Office of the Secretary, Resource Mobilization, and Policy Division – into one department. Communications includes publications, web coordination and media. The Protocol function, which was previously under Administrative Services, has moved to the Office of the Secretary. The Programme Management Department remains unchanged. The chart below illustrates the new organizational structure.

Strengthening the capacity of the rural poor and their organizations is a central element in all projects approved in 2002 for the region. The Cameroon Community
Development Support Project, for example, will help develop the social capital of the rural poor in an area covering both the forest and Sahelian zones of the country.
This will be done through support to grass-roots organizations and local development institutions, promotion of functional literacy, and establishment of participatory
planning processes for local development, in which traditionally marginalized groups can have an effective voice. The Niger Project for the Promotion of
Local Initiative for Development in Aguié, which is a second-phase operation, seeks to consolidate innovative first phase accomplishments by further strengthening
consultation and decentralized decision-making processes between rural communities and public and private service providers.

The rural poor - Survival or a better life?

This paper outlines the social and environmental reasons why the international development community should give higher priority to helping poor people,
especially those in areas that are biophysically marginal or socio-economically marginalized. Sustainable rural development depends on successfully addressing the
twin challenges of poverty and environmental degradation. There are 1.2 billion people living in extreme poverty, and of these, 900 million live in rural areas where they depend directly or indirectly on agriculture to survive. The paper gives a brief overview of rural development in the context of the Millennium Development Goals and AGENDA 21, which call for concerted action to address the problems of the rural poor and the limitations of their natural resource base.

IFAD overall staffing levels for 2001 increased by approximately 9% from those of 2000, with 132 professional and higher-category positions (excluding the
positions of President and Vice President) and 181 general service positions. The increase in staffing levels results from the regularization of long-term temporary
general service staff into fixed-term positions (from 158 in 2000 to 181 in 2001). As at 31 December 2001, the number of filled positions totaled 283.5; of these
positions, 113 were in the professional category and above, and 170.5 in the general service category. Staff in the professional and higher categories comprised
nationals of 49 Member States, reflecting the Fund’s adherence to the principle of geographical distribution, and the proportion of women stood at 33%.
