This technical manual and the accompanying brief were compiled for the Promoting Sustainable Cage Aquaculture in West Africa (ProSCAWA) project, undertaken in Nigeria and Ghana from 2020 to 2023.

Partant d’une enquête menée auprès de 220 organisations paysannes d’Afrique de l’Ouest et de la région Asie et Pacifique, ce rapport contient de nouvelles données probantes qui serviront à étayer la conception de produits financiers adaptés et opportuns pour les organisations paysannes. 

Ce dépliant a été produit dans le cadre de l'Initiative relative aux services financiers postaux en Afrique (APFSI) afin de montrer comment ont été renforcés les partenariats entre opérateurs de services postaux et de transfert de fonds pour fournir des services d’envoi de fonds dans les zones rurales d'Afrique.

Ce rapport reprend les dix enseignements tirés de 23 projets soutenus par le FIDA et auxquels ont été associés des prestataires privés afin de proposer un système d’aide pluriel qui soit efficace, inclusif et durable.

Farm Radio International’s On Air Dialogues gathered the perspectives and experiences of rural people in Ethiopia and Burkina Faso as they contend with climate change. People responded to poll questions and left voice messages sharing their opinions on and experiences of climate change and what global leaders should do to help them adapt and prosper.

Les récentes recherches menées par le FIDA font ressortir que La diaspora malienne souhaite investir dans des entreprises du secteur agricole, et en premier lieu dans les entreprises de la diaspora et de leurs proches.

L’approche Champ École Paysan (CEP) est adoptée dans la grande majorité des projets financés par le FIDA en Afrique subsaharienne. À travers cette capitalisation, il s’agit d’analyser dans quelle mesure l’approche CEP a permis l’émergence de processus collectifs, organisationnels et d’autonomisation des paysans en réponse aux problèmes qui se posaient à eux.

There are different views around the future of smallholder agriculture and its potential to contribute to the needed transformations of agriculture and rural economies. 

Since 1982, IFAD has supported 10 programmes and projects in The Gambia totalling US$93 million and directly benefiting more than 155,000 rural households. 

La note de stratégie de pays actuelle du FIDA pour la Guinée-Bissau se fonde sur lespriorités politiques définies par la stratégie de développement nationale du pays Terra Ranka (2015-2025), ainsi que sur les axes et programmes prioritaires sectoriels du Programme national d’investissement agricole (PNIA 2e génération, 2017). 

Le FIDA est présent en Guinée depuis 1980. Depuis, il a investi 244 millions d’USD dans 14 projets, sur un coût total de 469,6 millions d’USD, qui ont bénéficié directement à 651 450 ménages ruraux. 

Depuis 1978, le FIDA a financé 5 projets et programmes de développement rural au Cabo Verde, pour un montant total de 49,9 millions d’USD.

Depuis 1982, le FIDA a financé 13 projets au Mali pour un coût total de 537 millions USD, dont 229 millions sous forme de prêts à conditions particulièrement favorables.

The Participatory Smallholder Agriculture and Artisanal Fisheries Development Programme (PAPAFPA) and the Smallholder Commercial Agriculture Project (PAPAC) are complementary projects designed to improve the livelihoods of smallholders in Sao Tomé and Príncipe. PAPAFPA, which has now closed, created farmers’ cooperatives to improve the development of organic cacao, coffee, and pepper value chains through increased commercialization in domestic and niche export markets.

The Rural Development Support Programme in Guéra (PADER-G) was implemented to improve the food security and livelihoods of farmers living in remote areas of Guéra, a drought-prone and conflict-ridden region of Chad. 

Since 2006, IFAD and the European Union have partnered to invest over EUR 230 million in agricultural research programmes carried out through the CGIAR system. 

The Agricultural Value Chains Support Project (PAFA) aimed to improve the livelihoods of smallholder farmers in Senegal’s Groundnut Basin.

Le Niger, pays enclavé, couvre une superficie de 1 267 000 km² du Sahel au nord du Nigéria. Avec un taux de pauvreté de 48,9% et un revenu par habitant de 420 USD, le Niger est l’un des pays les plus pauvres du monde. En 2015, l’indicateur du développement humain du Programme des Nations Unies a placé le Niger au 188^e rang.

The Support to Farmers’ Organizations in Africa Programme (SFOAP): Main phase (2013 - 2018) is a continental programme which strengthens the institutional capacities, policy engagement and engagement of value chains of African farmers’ organizations (FOs). The programme supports the 5 regional networks of African FOs (EAFF, PROPAC, ROPPA, SACAU and UMNAGRI), their members at national level, and the pan-African FO (PAFO).

L’Initiative relative aux services financiers postaux en Afrique (APFSI) était un partenariat d’envergure inédite dirigé par le Mécanisme de financement des envois de fonds du FIDA et réunissant la Banque mondiale, l’Union postale universelle (UPU), l’Institut mondial des caisses d’épargne (WSBI) et le Fonds d’équipement des Nations Unies (FENU), et cofinancé par l’Union européenne (UE). L’objectif commun de ce programme régional était d’accroître la concurrence sur le marché africain des transferts d’argent en encourageant et en soutenant les bureaux de poste du continent dans l’offre de services financiers. Plus précisément, il visait à promouvoir des services de transfert d’argent moins coûteux, plus rapides, plus pratiques et plus conviviaux, en particulier vers les zones rurales, tout en favorisant le dialogue entre les différents acteurs, les autorités de réglementation et les décideurs politiques.

This report provides the findings of a stock-taking exercise started in 2015 on IFAD's investment in tenure security measures integrated in its larger agricultural development projects. This stock-take provides an overview of tenure investments and activities in the West and Central Africa region (WCA).

 

This paper challenges the traditional view that portrays income maximization as the main driver of migration and tests whether relative deprivation and social inequality lead to migration in sub-Saharan Africa. Examining data from the Living Standards Measurements Study – Integrated Surveys in Agriculture (LSMS-ISA) from Tanzania, Ethiopia, Malawi, Nigeria and Uganda, the paper finds that a household’s migration decision is based not only on its well-being status, but also on the position of the household relative to the wealth distribution in the local community. Results indicate that relative deprivation of wealth was positively associated with migration, implying a need to renew the discussion of relative deprivation and social inequality as a cause of migration in sub-Saharan Africa.

The Integrated Approach Programme on food security in Sub-Saharan Africa targets agro-ecological systems where the need to enhance food security is directly linked to opportunities for generating local and global environmental benefits. 

IFAD’s support to the Nigerian Government’s poverty reduction programme in rural areas targets large numbers of smallholder farmers and is essentially people-centred. IFAD supports programmes and projects that work with communities, and with smallholder farmers as the key players.

This “Lessons Learned” document of the conservation agriculture (CA) in sub-Saharan Africa toolkit reviews experiences over the last two decades.

Conservation agriculture (CA) in sub-Saharan Africa has multiple, but often very specific, niches for investment that need to be understood to support its inclusion and implementation in projects.

This “How To Do” note offers guidance on the design, implementation and scaling up of a CA programme or project in sub-Saharan Africa. It begins with a summary of the key issues and associated questions  and follows this with lessons gained from experience.

Despite gains made in socio-economic development since the end of the civil war in 2003, Liberia remains a low-income food-deficit country and is ranked 175th out of 187 countries in the 2013 UNDP Human Development Index. 

Strengthening Climate Resilience of the National Agricultural Land and Water Management Development Project (CHOSSO) – National Agricultural Land and Water Management Development Project (NEMA)

Aujourd’hui, plus de 30 millions d’Africains vivent loin de leur pays d’origine. En 2012, les migrants issus du continent africain ont fait parvenir chez eux plus de 50 milliards d’USD, par le biais d’envois de fonds internationaux. Ces flux revêtent une importance vitale pour le continent puisqu’on trouve en Afrique près d’un quart des 40 pays du monde dans lesquels les transferts des migrants contribuent à 10% ou plus du PIB.

There are three major poverty divides in Ghana: rural-urban, northsouth, and between women and men. To meet these challenges, IFAD, the African Development Bank and the Government of Ghana are investing in rural northern Ghana to create viable economic opportunities – particularly for women – while improving market linkages with the south and neighbouring countries. The Northern Rural Growth Programme (NRGP) is spurring agricultural and rural growth and poverty reduction with innovative approaches like District Value Chain Committees (DVCCs). IFAD-supported NRGP worked in partnership, for example, with the Association of Church Based Development (ACDEP), a local NGO in northern Ghana to establish the DVCCs. Today, DVCCs are responsible for the effective planning, implementation, coordination and monitoring of activities in the maize, soya and sorghum value chains. The committees include buyers, input providers (seeds and fertilizers), service providers (extension and tractor services), financial institutions like rural banks, and farmer-based organizations (FBOs). 

[FRENCH] When the seasonal rains came to some regions of south-eastern Senegal, the flooding used to cut off the inhabitants from the rest of the country. But that has changed with the IFAD-supported project known as PADAER – Projet d’Appui au Développement Agricole et à l’Entreprenariat Rural. Thanks to the projects’ work on rebuilding roads, rural people have new possibilities to make a living, they can access health services and education, and bring their products to markets.

A new lifeline; a new way of life

For poor rural people, lack of infrastructure often translates into lack of options and alternatives. The project is changing that.

This paper looks at the role of agriculture in fostering inclusive and sustainable development in Sub-Saharan Africa. It discusses how improving agricultural productivity, smallholder access to markets and expanding agribusiness opportunities can accelerate transformation, investment and industrialization. The paper presents key investment and policy elements to be considered and points to the centrality of smallholders for the rural transformation process to be inclusive.

Farmers’ Africa is a capacity-building programme that aims to improve the livelihoods and food security of rural producers in Africa. It works with farmers’ organizations (FOs) to help them evolve into more stable, performing and accountable organizations that effectively represent their members and advise them on farming enterprises.

The programme supports the main functions of FOs, promotes their engagement in policy processes and contributes to their professionalization. It also supports the efforts of FOs to provide economic services to their members. 

This paper is a guide to current debates about agricultural development. It analyses the changes in development approaches and thinking in recent decades and explores today's critical issues in agricultural and rural development policy. With the main focus on Africa, the paper also includes insights from Asia and Latin America.

Le présent étude a été demandé par le Mécanisme de financement pour l’envoi de fonds (MFEF) du Fonds international de développement agricole (FIDA), et réalisé par Taylor Nelson Sofres, TNS-RMS, dans le cadre de l’Initiative relative aux services financiers postaux en Afrique (APFSI). 

L’importance des transferts d’argent en provenance et à destination de l’Afrique, qui ont franchi le seuil des 60 milliards d’USD et continuent de croître rapidement, commence légitimement à attirer l’attention au niveau mondial. 

Agriculture plays a significant role in Africa, accounting for about 30 per cent of GDP south of the Sahara, as well as a significant proportion of export value. Not surprisingly, in most African countries, 60 per cent or more of employees work in agriculture.
Yet this barely scrapes the surface of Africa’s promise. Only 6 per cent of cultivated land is irrigated in Africa, compared with 37 per cent in Asia, for example. Africa also has the largest share of uncultivated land with rain-fed crop potential in the world. In addition, African farmers use substantially less fertilizer per hectare than counterparts in East Asia and the Pacific.

Dans le cadre du Programme de développement durable des oasis (PDDO), le Gouvernement mauritanien, le Fonds international de développement agricole (FIDA) et le Fonds pour l’environnement mondial (FEM) ont introduit et testé le pompage à énergie solaire de l’eau à usage agricole dans les oasis. 

Trois quarts des personnes pauvres de la région Afrique de l’Ouest et du Centre − environ 90 millions de personnes − vivent dans des zones rurales et dépendent de l’agriculture. Plus de 60% de la population active travaille dans le secteur agricole et la part des femmes ne cesse d’augmenter. Elle est globalement estimée à 70% dans la région et s’élève à 89% dans les pays de la zone sahélienne. Sur le plan sociopolitique, l’Afrique de l’Ouest et du Centre est une région encore très fragile. Elle compte la plus forte concentration d’États appuyés par le FIDA. En dépit de cette fragilité et de la pauvreté qui frappe plus de la moitié de la population, presque tous les pays de la région ont enregistré des progrès considérables au cours de cette dernière décennie, notamment en matière d’éducation, de santé et de redistribution des revenus

Ghana has the third largest IFAD country programme in the West and Central Africa region. The programme contributes to building inclusive and
sustainable institutions, backed by pro-poor investments and policies as well as relevant innovation and learning. IFAD supports the main thrusts of the government’s Ghana Shared Growth and Development Agenda – including accelerated agricultural modernization, sustainable natural resource
management and enhanced private-sector competitiveness. 

Its work also aligns with Ghana’s Medium Term Agriculture Sector Investment Plan on food security, income growth and other programme areas related to rural poverty reduction.

To address food security problems and soaring prices for basic commodities, in December 2008 the European Union launched a Food Facility totalling €1 billion spread over three years, from 2009 to 2011. Under this initiative, the regional programme IFAD-EU-ECOWAS Food Facility was established with a budget of €20 million. The regional programme covers a number of countries in West Africa.

To assure food security and protect the population from recurrent crises, countries dependent on foreign aid for much of their food supply, such as Benin, Mali, Senegal, Côte d’Ivoire and Ghana, have designed strategies and programmes to support food security that are intended to increase food production through the intensification of strategic crops such as rice, cassava, yams and ground nuts, and widespread use of selected seeds and mineral fertilizers.

The indigenous population of the Republic of Congo (RC) include the Baka, Mbendjele, Mikaya, Luma, Gyeli, Twa and Babongo peoples. Depending on sources, these peoples represent a small minority of 1.25 to 10 percent of RC’s estimated population of 4.4 million, primarily of Bantu origin.

Young people are the future. But all too often in today’s world young women and men are marginalized and excluded – from decent employment and from crucial decisions about how to address the big challenges that face us all. Their voices are rarely heard in democratic debate and their needs and views are rarely reflected in policies and programmes. Yet more than ever the world needs young people’s ideas, their talents and their energy. In rural areas, we particularly need their drive and innovative skills to sustainably produce the food required by an increasingly populous and urbanized world.

The DRC is a multi-ethnic country with some 250 ethnic groups, including several indigenous Pygmy groups.

Une grave crise alimentaire menace actuellement le sud du Soudan. En Afrique de l’Est, où des millions d’individus dépendent déjà de l’aide alimentaire, un fort renchérissement des denrées de base se profile à l’horizon. Ce n’est là qu’un des derniers exemples d’une période agitée qui a débuté il y a
deux ans, lorsque l’escalade mondiale des prix a provoqué des pénuries alimentaires dans de nombreux pays d’Afrique et d’Asie. La flambée des prix alimentaires a plongé dans une misère encore plus noire les pauvres, déjà aux prises avec mille difficultés pour satisfaire leurs besoins les plus élémentaires. Elle a laissé dans son sillage la crise financière mondiale, qui les a à nouveau pénalisés le plus durement. L’agriculture est le principal employeur, créateur d’emplois et exportateur de la plupart des pays en développement. D’un point de vue historique, elle est le moteur économique de nombreux pays, générant une croissance qui s’est avérée au moins deux fois plus efficace que celle d’autres secteurs pour la réduction de la pauvreté. Les investissements dans le développement agricole et rural sont par conséquent essentiels pour la sécurité alimentaire et un développement économique durable.

Over the past 12 months, large-scale acquisitions of farmland in Africa, Latin America, Central Asia and Southeast Asia have made headlines in a flurry of
media reports across the world. Lands that only a short time ago seemed of little outside interest are now being sought by international investors to the tune of
hundreds of thousands of hectares. And while a failed attempt to lease 1.3 million ha in Madagascar has attracted much media attention, deals
reported in the international press constitute the tip of the iceberg. This is rightly a hot issue because land is so central to identity, livelihoods and food security.

Many rural development efforts in Western and Central Africa have focused on how to improve poor farmers’ yields. But better yields have not always translated into greater incomes. As the use of cassava has grown, the role of efficient markets and a better coordinated cassava chain have become increasingly important to producers and processors who depend on a stable cassava sector for income.
