Partant d’une enquête menée auprès de 220 organisations paysannes d’Afrique de l’Ouest et de la région Asie et Pacifique, ce rapport contient de nouvelles données probantes qui serviront à étayer la conception de produits financiers adaptés et opportuns pour les organisations paysannes. 

Cette publication donne un aperçu des rôles joués par les organisations paysannes et de producteurs pendant la pandémie, sur la base d'entretiens qualitatifs avec ces organisations.

L’approche Champ École Paysan (CEP) est adoptée dans la grande majorité des projets financés par le FIDA en Afrique subsaharienne. À travers cette capitalisation, il s’agit d’analyser dans quelle mesure l’approche CEP a permis l’émergence de processus collectifs, organisationnels et d’autonomisation des paysans en réponse aux problèmes qui se posaient à eux.

The overall objective of the FO4ACP programme is to increase income and to improve livelihoods, food and nutrition security and safety of organized smallholder and family farmers in Africa, Caribbean and Pacific (ACP) countries.

The Forum for Agricultural Risk Management in Development (FARM-D) is a Community of Practice managed by the Platform for Agricultural Risk Management (PARM) for knowledge exchange on agricultural risk management in developing countries.

Rice farmers in the mid-hills region of Nepal are vulnerable to drought, which can drastically reduce yields. Stress-tolerant rice varieties can mitigate this vulnerability, as can having a high seed replacement rate and using best management practices in rice cultivation.

This completion report is a compilation of activities and achievements of the Support to Farmers’ Organizations in Africa Programme (SFOAP).

Since 2006, IFAD and the European Union have partnered to invest over EUR 230 million in agricultural research programmes carried out through the CGIAR system. 

The Support to Farmers’ Organizations in Africa Programme (SFOAP): Main phase (2013 - 2018) is a continental programme which strengthens the institutional capacities, policy engagement and engagement of value chains of African farmers’ organizations (FOs). The programme supports the 5 regional networks of African FOs (EAFF, PROPAC, ROPPA, SACAU and UMNAGRI), their members at national level, and the pan-African FO (PAFO).

Established in 2005 as a permanent feature of the IFAD Governing Council, the Farmers’ Forum (FAFO) is a bottom-up process of consultation and dialogue between IFAD, governments and farmers’ organizations that represent millions of small-scale farmers, fisher folk and pastoralists, both men and women, across the world. The forum aims to strengthen partnership and collaboration between IFAD and farmers’ organizations in country programmes and investment projects and to build capacity within these organizations. In support of the Farmers’ Forum, projects are established to strengthen farmers’ organizations and activities in the field. Thus, IFAD, together with several other donors (EU, SDC, AFD), has engaged into partnership with FOs through continental grants in Asia with the Medium-term Cooperation Programme with Farmers’ Organizations in Asia and
the Pacific (MTCP) as well as in Africa with the Support to Farmers’ Organizations in Africa Programme (SFOAP).

Pourquoi est-il essentiel d'établir la cartographie et le profilage des OP? 

Un modèle opérationnel est un outil qui permet à une organisation paysanne (OP) d'organiser ses ressources, ses services et sa collaboration avec ses membres, les diverses parties prenantes (négociants, fournisseurs, secteurs public et privé), ses clients et ses partenaires afin de créer de la valeur et en tirer profit.

​Les petits exploitants agricoles ont recours à différentes stratégies pour améliorer leur présence sur le marché et s'adjuger une plus grande part de la valeur ajoutée dans le secteur de l'agriculture. 

​Smallholder farmers use different strategies to improve their market presence and to capture more value added in the agricultural sector. These strategies include the creation of cooperatives and other farmers’ organizations (FOs).

Le plan d'affaires d'une OP fournit des informations sur la façon dont l'OP entend organiser et mettre en œuvre ses activités pour en assurer la rentabilité et la réussite. Il s'agit d'un outil essentiel pour planifier, gérer et conduire les affaires d'une entreprise. Il permet de préciser les objectifs opérationnels et financiers d'une entreprise et comporte des plans et budgets détaillés indiquant la marche à suivre pour atteindre les objectifs. In Benin, agriculture plays a central role in the national economy, contributing 32 per cent of GDP and employing a large part of the workforce. Despite significant productive potential and a diversified agricultural sector (crop production, livestock, non‑timber forest products, fisheries), the country relies heavily on imports of food products, which represent 25 per cent of the total value of imports.

​With populations growing, fast emerging middle classes are demanding quality produce, luxury goods (tobacco, alcohol) and animal proteins, and there is pressure on domestic agricultural production to meet these needs. 

IFAD and the Government of Tajikistan have been investing in building the capacities of village organizations and pasture users unions to participate in and influence processes that are important for the livelihoods of their members. The results have been very positive, as the stories contained here show. Local communities have been empowered in managing local natural resources on which they depend. The community-driven development approach is a very effective way to identify priorities (such as roads, irrigation, drinking water, electricity supply, and low-cost storage and marketing facilities) in rural communities, and has been able to provide the needed investments to improve rural livelihoods. Activities also targeted the needs of female beneficiaries, not only producing significant economic benefits but also strengthening the position of women in communities.

The participation of beneficiaries in all phases of the projects was a key ingredient in ensuring that there would be ownership, commitment and long-term impact. Members of village organizations were involved in setting priorities and decision-making from the outset. Linking community development to training and strengthening local project partners helped to ensure sustainability, so that these communities will continue to thrive in the future.

Farmers’ Africa is a capacity-building programme that aims to improve the livelihoods and food security of rural producers in Africa. It works with farmers’ organizations (FOs) to help them evolve into more stable, performing and accountable organizations that effectively represent their members and advise them on farming enterprises.

The programme supports the main functions of FOs, promotes their engagement in policy processes and contributes to their professionalization. It also supports the efforts of FOs to provide economic services to their members. 

Cooperatives play a significant role in the economies of the five countries of EAC. There are more than 30,000 registered cooperatives in the region and the movement employs – directly or indirectly – more than 15 million people. About half of these cooperatives are related to agriculture. Savings and credit cooperatives are also becoming increasingly popular in the region.

The “Strengthening smallholder institutions and organizations toolkit” provides valuable guidance to help practitioners analyze and address issues related to smallholder institutions and organizations during the devopment of country strategies and in the design and implementation of programmes and projects.

Natural resources (land, water, forests, fisheries) are fundamental to the survival of rural people. The livelihoods of most poor people depend on agriculture, which in turn hinges on the continued productiveness of the land and availability of water resources. Land and water, in addition to forests, offer the compendium of ecological goods and services that smallholders in developing countries need for their economic development; they can also provide a safety net in times of crisis. These resources are also global public goods. Natural resources need to be managed sustainably not only on smallholder farms and in individual sectors (e.g. selected sources of water or forest reserves) but in the totality of ecosystems that support their existence.

This brief paper presents the main phase of SFOAP (2013-2015). 

During this period the Programme will help African FOs to evolve into more stable, performing and accountable organizations that effectively represent their members and advise them on farming enterprises.
