A new generation of rural transformation : IFAD in Latin America and the Caribbean

The Latin America and the Caribbean region is a different place than it was 25 years ago. Today, every nation except Haiti is categorized as middle income. The region has reduced poverty by half, and the prevalence of hunger has declined by almost two thirds. More than half the adult population has attended secondary school.

Rural areas are changing too. They are no longer narrowly defined by their food production role, and key issues encompass many non-agricultural topics – including non-farm employment opportunities, especially for young people and women; migration and remittances; social protection; and the role of secondary cities. 

Lessons learned: Youth Access to Rural Finance

Although there have been improvements in YFS access, youth are still lagging significantly behind adults in being able to access financial tools. Across high- and low-income countries, young people are less likely than adults to have a formal account. There are even starker differences related to a country’s income level, with 21 per cent of youth in low-income economies having a formal account compared with 61 per cent in upper-middle-income economies (Demirguc-Kunt et al., 2013). 

Even with this data, determining the exact extent of youth access to financial services can be complicated because there is a lack of consistent data and definitions on youth (see Box 3). The lack of data is more limited for rural areas.
While there is some analysis of the urban-rural gap in access to financial services, with those living in cities significantly more likely to have an account than rural residents (Klapper, 2012), there are currently no comprehensive studies with disaggregated data for rural youth.

Le FIDA a toujours adopté une approche proactive de ciblage des ruraux pauvres de tous âges, dans le but de réduire les inégalités sociales et économiques qui contribuent à générer et perpétuer la pauvreté.

Jusqu'à une date relativement récente, l'attention portée aux besoins et attentes des jeunes était limitée, car ils n'étaient pas considérés comme des acteurs à part entière mais plutôt comme des subordonnés, des bénéficiaires indirects et ils étaient dès lors invisibles.

De tels sentiments ont radicalement changé, et les projets financés par le FIDA sont de plus en plus nombreux à prendre des dispositions spécifiques en faveur du développement de la jeunesse.

Youth: Investing in young rural people for sustainable and equitable development

Young people are the future. But all too often in today’s world young women and men are marginalized and excluded – from decent employment and from crucial decisions about how to address the big challenges that face us all. Their voices are rarely heard in democratic debate and their needs and views are rarely reflected in policies and programmes. Yet more than ever the world needs young people’s ideas, their talents and their energy. In rural areas, we particularly need their drive and innovative skills to sustainably produce the food required by an increasingly populous and urbanized world.

Putting young people first

Les jeunes d’aujourd’hui – dont la génération est définie par l’ONU comme étant celle des 15 à 24 ans – a atteint un nombre sans précédent dans l’histoire. Dans l’ensemble du monde en développement, les jeunes représentent en moyenne 20% de la population. Les jeunes sont dynamiques et obstinés. Lorsque les conditions sont réunies, une génération substantielle de jeunes constitue pour un pays une ressource inestimable sur le plan du développement économique et du progrès social. Toutefois, dans le contexte actuel et pour des raisons diverses, de nombreux pays développés et en développement éprouvent des difficultés à assurer l’avenir de leur jeunesse, tant dans les villes que dans les campagnes.

C’est à eux qu’il incombera de relever des défis s’agissant de satisfaire la demande alimentaire, développer des centres ruraux dynamiques et promouvoir une croissance économique diversifiée dans les pays en développement. Il est donc impératif de placer les jeunes ruraux1 et la petite agriculture au premier plan des stratégies mondiales en faveur de la sécurité alimentaire, de la réduction de la pauvreté et de la croissance des revenus.
